Local authorities maintain a register of people who make an application for social housing (Council and Housing Associations) usually known as the Common Housing Register. Most people can register for housing, exceptions being people subject to immigration control, some people from abroad ineligible for social housing, some people considered to have behaved unacceptably which would make them unsuitable as a tenant.
